Art. 1 – “5th Beijing International Sports Film Week & 1st
Beijing International FICTS Festival”
The“5th Beijing International Sports Film Week & the 1st BeijingInternational FICTS Festival”, will be heldin P.R. of China in the city of Beijing from
September 10th to 15th 2009, with freeadmission for the audience。
FICTS - Fédération Internationale CinémaTélévision Sportifs (recognized by IOC – International Olympic Committee) has
approved the 1st Beijing International FICTS festival as the AsiaticPhase of the “WorldFICTS Challenge” (art.10). All award winning works atthe 1st Beijing International FICTS Festival will be automaticallysubmitted and compete for final awards at the “27th MilanoInternational FICTS Festival” from October 30th – November 4th
2009。
Art. 2 - AIMS
The Organizing Committee through the “5th
Beijing International Sports Film Week &1st BeijingInternational FICTS Festival” aims to spread the knowledge anddiffusion of sports movies and videos that, in different languages and differentproduction forms, contribute to the development of the artistic and culturaltendencies in the TV world and movies. The aims of this event are to promote the quality of sports images,encourage producers to broadcast their work, underline the Olympic spirit,bring about the meeting and cooperation of those who work creatively in sportsbroadcasting, and to stimulate and spread the study, discussion and knowledgeof creative and cultural issues related to these forms of media。
Art. 3 - CONTENTS
The “5th
Beijing International Sports Film Week &1st BeijingInternational FICTS Festival” is open to all television,movie and new media productions dealing with sport, or having sport in all itsdifferent expressions and manifestations as their main subject. Productionswith pornography will not be accepted, andneither will works inspired by political, religious or racial fanaticisms。
Art. 4 – SECTIONS
All the movies, videos, TV shows, shorts and full length productionsabout any kind of sport and its various expressions produced in the 2007/2008/2009 timeframe (with the exception of the Documentary Category (1900-2009)),will be allowed to compete in one of the following 6 Sections:
1. OLYMPIC GAMES — OLYMPIC SPIRIT:
chronicles, surveys, reportage about Olympic Games, the disciplines, thechampions, the participants, the cultural, historical and ethic values, throughduring the training for the Games or during the actual competition。
a) Olympic Values
b) Olympic Games and the Young
2. Sport& SOCIETY: Sport and its values in the social field and in theformation process ofthe individual。
a) Sport
& Solidarity:Interventions in favor of the social values of sport (ethics, tolerance,disability, sportsmanship, peace, etc)。
b) Sport for all, education, technique/didactics:
sport as an informational, educational anddidactical item, instrument of formation and social inclusion。
3. DOCUMENTARY: (Year of production 1900 - 2009): Documented television orcinema chronicles and researches, regarding sport in all its forms andexpressions, stories about champions, teams, events。
a) Individual Sport
b) Team Sport
c) Great champions (individual/ team)
d) Reportage
4. FEATUREFILMS: Fictionshorts and full-length films, TV-movies, and TV serials made by debuting or well-knownauthors having sport as their main theme, sports events or the story of sportschampions really existed. Thisalso includes cartoons/AnimationsFilms: (also in computer animated) telling sport throughcreativeness and fantasy. For this Section it’snecessary to send the artistic and technical cast information。
5. SPORT ADVERTS: The commercials having sport or sports championsas their subject or testimonials of initiatives; productions aiming at thesearch for creative solutions in advertising。
a)Social/institutional advertising (publicservice, non-profit, corporate campaign and social campaign)
b) Commercialadvertising (ofa product or a service). Productions aimed to discover better solutions in advertising。
6. TV PROGRAM AND NEW MEDIA:
a) Sport programs, talk shows, entertainment including satellite and cable TV, local, syndicate andcommercial broadcasting systems. In the case of serial programs, only one show is tobe presented without interruptions and publicity。
b) New Media: productions dealing with sports based on interactive and digital technologies utilized fornet promotion or in CD-ROM and DVD formats. N.B. For the Selection: concerningDVD and CD-ROM formats, one copy is to be sent (with the URL address if available);for web sites, the URL address is to be sent along with a photo related to thesite itself and a short summary。
Art. 5 – AWARDS AND PRIZES
The Festival will becompetitive. The works are judged by a Jury (all those who havedirect or indirect interests being excluded) made up of the FICTS President (orhis delegate) and exponents of Movies, TV, Media, Sport, and Culture that will awardofficially, without appeal, the official prizes。
For each area of the sections the Jury willaward prizes. These winners are admitted free to the Final in Milano (Italy) for the “SportMovies & TV 2009 - 27th Milano International FICTS Festival”(October 30th - November 4th). The Organizer Committeewill keep the right to deliver, independently of the Sections, the “special merit awards”. The producers ofawarded works will be allowed to mention theseawards in the “5th BeijingInternational Sports Film Week & the 1st Beijing InternationalFICTS Festival” for anypromotional aim。
The Organizing Committeewill award those exponents of Sport, TV, Movies and Journalism of those who have carried on“a significant role in favour of sport bypromoting its image and cultural and ethical values”。
Art. 6 – SELECTION OF WORKS
In order for a production to enter the Festival, it is necessary to send the film before August 20th
2009 the following items (thenumber of works for each participant being unlimited):

The Entry Form
duly filled in and signed;
· 1 DVD or VHS copy (only in PAL System), for the admission, that will not bereturned;
·
1 Betacam SP copy (only in PAL System),for the projection, that will not be returned;
·
All works in languages other than Chinese or English must bear subtitles or be commented in oneof the above-mentionedlanguages。
· A summary (brief synopsis) of the videoin Chinese or English;
·
Adequate photographicdocumentation in digital format (jpeg high resolution) tobe used for the Official Catalogue, the Press Office and the promotionalcampaign of the Festival;
·
A trailer (15-90 seconds in length) in DVD (Pal System only) edited separately from themain work to be showcased to televisions, award ceremony andopen-air projection in the maxi-screen;
·
Bio-filmography of the Director and/or the Actors(English and Chinese)
· All the admitted works will bescreened during the Festival and be part of the Festival Bill. The Jury will choose
among the admitted works, per each Section, a maximum of seven (7)works “Nominations”, among whichwill be choose the works to award per each Section. Any and allcommunication will be through e-mail。
Art. 7 – ENTRY RULES
In the formsno languages will be accepted other than Chinese and English. Any illegible, incomprehensible, or incomplete documentation will result in the EXCLUSION of thework from the Festival (missing synopsis, missing pictures/stills, video in aformat other than PAL, etc。)。
Art. 8 – PARTICIPANT WORKS
The copies are and willbe used by the Organizer Committee only for cultural, non-profit purposes andthe best sequences may be broadcast by media as promotion before, during andafter the“5th Beijing International Sports Film Week & the 1st
Beijing International FICTS Festival” in collaborationwith Public Institutions, Media, Schools, etc. For further promotion, the worksenrolled can be projected during the International Festival (WFC - see Art. 10)endorsed and pleaded by FICTS that will also estimate the opportunity to grantthe use at the IOC for the same purposes. Their utilization however, isabsolutely not commercial. The works will not be used for any other aim withoutexplicit authorization of the producer. Who presents a piece of work isconsidered the owner of the same in all respects for what concerns itsutilization as from these Rule and must deliver the Entry Form duly signed, bywhich, accepting the Rule, he authorizes:
a) The widestbroadcasting of the work (that is not subjected to any right or otherindemnity) making it as easy as possible for the work to be put at the disposalof the institutions that may require it。
b) The vision of thevideo to delegates, credited journalists, observers, experts invited by theOrganizer Committee。
c) The deposit of theBETACAM-SP copy of the production in the Central Archives of the Federation, tobe used exclusively for study, documentation and institutional purposes。
The participants will beconsidered directly responsible for any request or claim for damages or refundcoming after the presentation of the work at the Festival。
Art. 9 – TRANSPORT AND INSURANCE
Transport and Insurancecharges from the Country of origin are to be paid by participants. Thepackage containing foreign videos must bear the following words: “Sportmovies addressed to cultural event, not for sale. It does not contain pornographic contents。” The OrganizingCommittee is not responsible for damages occurred during transport。
Art. 10 – FINAL PHASE WORLD FICTS CHALLENGE
The rules of the “1st
Beijing International FICTS Festival”, as part of the “World FICTS Challenge” (WFC), have been approved by FICTS on November 1st 2008. The different phases of the WFC willbe held on 2009, under the FICTS Patronage, in Mumbai (India), Kazan (Russia), Krasnogorsk/Moscow (Russia), Pescara/Chieti (Italy –Mediterranean Games), Beijing (P.R. of China), Gdynia (Poland), Hanoi (Vietnam),
Tashkent (Uzbekistan), Tehran (Iran), Philadelphia (USA), Kampala (Uganda), Lipetsk (Russia), Liberec (Czech. Rep。), Melbourne(Australia), Caserta (Italy), Belgrade (Serbia), Cape Town (South Africa),Dallas (USA) with the Worldwide Final in Milano
(Italy)。
Art. 11 – OTHERS
Participants of selected works will be invited to participate in the “5th
Beijing International Sports Film Week” including seminars, exhibitions,awards ceremony and other activities. Participants of selected works will enjoyspecial discounted pricing for accommodation while in Beijing. Should any disputesor doubts occur, the Organizing Committee of the 5th BeijingInternational Sports Film Week & 1st Beijing International FICTSFestival retains the sole right of authority。
